U.K. Sees Second-Highest Annual Migrant Arrivals via Small Boats
The United Kingdom has recorded the second-highest number of small boat migrants arriving on its shores since records began in 2018. As of January 1, 2026, the Home Office confirmed that a total of 41,472 migrants made the perilous journey across the English Channel from northern France in 2025. This figure is just shy of the record 45,774 arrivals documented in 2022, during the tenure of the previous Conservative government.
As the Labour Party grapples with increasing pressure over immigration, Prime Minister Keir Starmer and his interior minister, Shabana Mahmood, have proposed significant reforms to the current asylum system. Mahmood’s suggestions include drastic reductions in protections for refugees and the termination of automatic benefits for asylum seekers.
Political Context
The rising number of migrants coincides with a surge in popularity for Reform U.K., a political party led by anti-immigration figure Nigel Farage. Ahead of local elections scheduled for May, Farage has expressed confidence that his party will gain significant traction. In a New Year address, he stated that if Reform “gets things right,” it could potentially win the general election due in 2029.
Starmer’s government has faced criticism for its inability to effectively address the issue. While Sunak previously vowed to “stop the boats,” he later acknowledged that the slogan lacked nuance and did not fully capture the complexity of the challenge. Starmer has adopted the slogan “smash the gangs,” focusing on dismantling the networks responsible for people smuggling, yet results have remained elusive.
Rising Asylum Claims
The challenge of managing small boat crossings is compounded by a record number of asylum claims. Approximately 111,000 applications were made in the year leading up to June 2025, marking a significant increase. The Labour government has also looked to Denmark’s coalition for inspiration, where strict migration policies have led to asylum claims reaching a 40-year low.
In December, an official from the interior ministry described the number of small boat crossings as “shameful,” and Mahmood’s proposed reforms aim to address the incentives driving these arrivals. A returns agreement with France has reportedly resulted in the removal of 153 individuals from the U.K. while 134 people have been brought to the U.K. from France.
Public Sentiment and Protests
The growing number of migrants has sparked significant public debate and protests across the U.K. In September, up to 150,000 individuals participated in one of the largest far-right protests in recent history, organized by activist Tommy Robinson. As anti-immigrant sentiment intensifies, the government faces mounting challenges in balancing public opinion with humanitarian responsibilities.
Kemi Badenoch, leader of the Conservative Party, urged the public to reject the “politics of grievance,” emphasizing the importance of addressing migration issues without perpetuating division. As the situation unfolds, the policies implemented by Starmer’s government will likely face scrutiny from various factions within the Labour Party, particularly those wary of losing voters to more progressive alternatives like the Greens.
As the U.K. navigates these complex and evolving issues, the impact on its political landscape and societal cohesion remains to be seen.
