Assam Government Finalizes Peace Agreement with Kuki-Hmar Groups
The government of Assam has formalized a peace agreement with the Kuki-Hmar groups, a significant step announced by Chief Minister Himanta Biswa Sarma on March 15, 2024. This agreement is positioned as a long-term solution for regional stability rather than a politically motivated gesture ahead of the upcoming elections.
In a post on X, Sarma emphasized the difference between the ruling Bharatiya Janata Party (BJP) and other political entities, stating, “While some parties hand out incentives just minutes before the MCC is announced, the BJP focuses on bringing tangible solutions to long-term issues.” He described the peace deal as a pivotal moment in Assam’s ongoing efforts to foster peace, dubbing it “Assam’s Dawn of Peace.”
The agreement establishes the Kuki Welfare and Development Council (KWDC) and the Hmar Welfare and Development Council (HWDC). These councils will serve as institutional platforms based in Guwahati, Assam, aimed at promoting socio-economic development within the Kuki and Hmar communities. The targeted initiatives outlined in the deal are expected to enhance education, generate economic opportunities, and safeguard the cultural heritage of these groups.
Sarma highlighted Assam’s achievements in reducing insurgency, noting that over 9,000 militants have reintegrated into society through prior peace initiatives. The state government has signed several similar accords in recent years, emphasizing its commitment to ensuring long-term stability and development.
The timing of this announcement is particularly significant, as it comes just ahead of the Assam Assembly elections scheduled for April 9, 2024. The Election Commission of India has set the date for vote counting on May 4, 2024, coinciding with elections in other states.
By addressing the root causes of conflict and fostering dialogue, the Assam government aims to build a sustainable framework for peace that will benefit all communities involved. The peace deal not only represents an important milestone for the Kuki and Hmar groups but also reinforces Assam’s broader commitment to regional stability and development.
