The Andhra Pradesh Assembly Deputy Speaker, Raghu Rama Krishna Raju, expressed support for the presence of YSRCP leaders in the Assembly during the Budget Session on February 12, 2024. Raju emphasized the importance of legislative participation, stating that the attendance of any Member of the Legislative Assembly (MLA) is a positive sign for governance. He noted, “Actually, today, it is good. Anybody, any MLA attending the house is always good. So today it’s a governor’s speech. Unfortunately, they were there only for a short time. Had they all been there the entire one hour, that would have been even better.”

Raju also conveyed his hope for all members to engage in the legislative process, using a metaphor about students. He remarked, “There will be some good students, some bad students. We don’t know. I wish every student to be good.” This comment highlights his desire for constructive participation in the Assembly.

Assembly Budget Session and Protests

The Budget Session commenced with an address from Governor S Abdul Nazeer, who highlighted the challenges faced by the state under the previous government from 2019 to 2024. In his speech, Governor Nazeer criticized the YSRCP government, stating, “The change in governance in 2019 disrupted this momentum. Systemic governance failures emerged, growth stalled, financial stress intensified, institutions destroyed, total anarchy with breakdown of law and order.”

He pointed to what he described as arbitrary restrictions and setbacks in crucial sectors, including infrastructure and power. The governor’s remarks were met with protests from YSRCP leaders, including former Chief Minister YS Jagan Mohan Reddy, who staged a demonstration outside the Assembly.

Raju’s comments came in the context of a broader discussion about government-business relationships. He mentioned a recent meeting with the Confederation of Indian Industry (CII), emphasizing the productive dialogue and suggestions that emerged regarding how the state government can enhance the business environment. “We had an interaction with CII. It was a very good discussion, and we received many suggestions on how the government can support them,” he noted.

Political Landscape and Governance Challenges

During his address, Governor Nazeer underscored a renewed public mandate for change, stating, “Disenchanted by these experiences, the people of Andhra Pradesh renewed their faith once again in my Government in 2024, granting an unprecedented mandate to rebuild the State.” He attributed this shift in public sentiment to the leadership of Nara Chandrababu Naidu, the Chief Minister, alongside the support of Deputy Chief Minister Pavan Kalyan and Prime Minister Narendra Modi.

The governor also referenced seven White Papers released by the Naidu government aimed at increasing public transparency and addressing issues of misgovernance, particularly in public finances and the power sector. The documents are intended to highlight the deterioration of law and order experienced during the previous administration.
