Tamil Nadu Allocates ₹1,943 Crore to Boost MSMEs and Startups

Tamil Nadu’s interim budget has allocated ₹1,943 crore to the Micro, Small and Medium Enterprises (MSME) sector, highlighting the state’s commitment to enhancing its industrial landscape and fostering a vibrant startup ecosystem. Finance Minister Thangam Thennarasu presented the budget, which includes funding for key initiatives aimed at supporting innovation and entrepreneurship.

One of the standout programs is the Tamil Nadu Startup and Innovation Mission (TANSIM), which has introduced flagship initiatives like the Tamil Nadu Startup Seed Fund and a dedicated Space Technology Fund. Additionally, plans are underway to establish a comprehensive Fund of Funds aimed at attracting private investment into the state’s startup scene.

Home to over 4 million registered MSMEs, Tamil Nadu has witnessed significant financial inflows, with bank credit to the sector reaching ₹10.7 lakh crore over the past five years. To further bolster industrial capacity, the Tamil Nadu Small Industries Development Corporation has developed 18 new industrial estates, creating 3,735 jobs during this period.

Support for traditional industries also remains a priority. Under the Kalaignar Kaivinai Thittam, approximately 23,900 artisans across 25 handicraft categories have received approvals, unlocking ₹405 crore in credit and ₹83 crore in subsidies. Moreover, the state has initiated the establishment of a gold jewellery park in Coimbatore at a cost of ₹81 crore.

To address cash-flow challenges faced by businesses, Tamil Nadu launched the TN TReDS platform, benefiting 1,461 enterprises through transactions worth ₹5,171 crore to date. This initiative aims to enhance liquidity and provide stability to MSMEs.

Despite these efforts, some industry leaders have voiced concerns over the budget’s impact on the sector. C K Mohan, president of the Tamil Nadu Small and Tiny Industries Association, remarked that the capital subsidy allocation for MSMEs has neither increased nor been released in a timely manner. He described the ₹150 crore provision as inadequate, suggesting it should be raised to at least ₹500 crore.

Echoing this sentiment, Ramkumar Shankar, president of the Madras Chamber of Commerce and Industry, acknowledged the budget’s focus on MSMEs and startups. He noted the importance of initiatives such as TANSIDCO industrial estates and the growing support for the startup ecosystem provided by TANSIM. However, he emphasized that the lack of significant new announcements left many industrial operators feeling disappointed.

M Ravindran, an MSME industrialist from Coimbatore, expressed his discontent with the budget’s allocations. He stated that the funding for the sector remains insufficient at ₹1,943 crore, especially considering the challenges faced by approximately 40 lakh MSMEs in Tamil Nadu. He highlighted ongoing issues such as rising raw material costs and increasing electricity bills that have not been adequately addressed.

As Tamil Nadu prepares for upcoming assembly elections, the interim budget reflects a continuity of previous plans rather than introducing bold new initiatives. The allocation of funds to MSMEs, while significant, may not be enough to meet the pressing demands of the sector, leaving many stakeholders eager for more comprehensive support in the future.
