Himachal Pradesh Raises Toll Rates, Impacting Tourist Access

Himachal Pradesh has announced a significant increase in toll rates for vehicles entering the state, effective from April 2023. This decision, intended to boost the state’s revenue, raises costs for tourists and could impact visitor numbers. The toll fee for private cars will rise to Rs 170 from Rs 70, while the charge for passenger vehicles seating 12-plus-one will increase to Rs 170 from Rs 110. Additionally, a 32-seater mini bus will now pay Rs 320, up from Rs 180, and commercial vehicles will face a toll of Rs 600, a jump from Rs 320. Large goods vehicles will incur a toll of Rs 900, up from Rs 720.

Historical Context and Revenue Generation

The toll tax system in Himachal Pradesh dates back to 1975, introduced under the Himachal Pradesh Tolls Act. Initially, fees ranged from Re 1 to Rs 3 across five vehicle categories. Toll barriers were established on various internal roads, allowing the Public Works Department to collect these fees. The government implemented this legislation to generate necessary funds for road maintenance, which is particularly challenging in the state’s hilly terrain.

Over the years, the toll collection system has evolved into a substantial revenue source for the financially strained government. In the current fiscal year, tolls have been auctioned for Rs 173.89 crore, with the State Taxes and Excise Department adjusting its base price annually by approximately 10 percent. Despite opposition from neighboring states, the government has continued to levy tolls on outstation and commercial vehicles.

Worries Over Tourist Impact

While the government aims to generate revenue through these increased tolls, there are concerns about the potential negative impact on tourism—a crucial sector of the state’s economy. The latest hikes in toll rates may deter visitors, especially as no additional funds have been allocated for maintaining the roads where these tolls are collected. The National Highways Authority of India (NHAI) primarily oversees the maintenance of national highways, with only a few roads under the state’s jurisdiction.

Tourists entering Himachal Pradesh from major highways, such as Parwanoo, now face additional tolls imposed by the NHAI, which has charged fees since April 2021. Motorists argue that this practice conflicts with NHAI’s own policy of levying tolls only after every 60 km. The distance between toll plazas at Chandimandir and Sanwara is less than 60 km, yet drivers must pay at both locations, adding to the financial burden.

Uttansh Monga, a lawyer from Nangal, has challenged the legality of these tolls in the high court, questioning the state’s authority to impose fees on roads maintained by the NHAI.

Former BJP Transport Minister MN Sofat has condemned the toll increase as an unnecessary burden, particularly given ongoing road safety concerns. He highlighted that toll collection on the vital Parwanoo-Solan stretch had been suspended last year due to poor road conditions, raising questions about the state’s commitment to ensuring safe travel.

Hoteliers in the region are also expressing alarm, fearing that the increased tolls could push tourists to seek alternative destinations, such as Uttarakhand. With the state’s economy heavily reliant on tourism, the potential fallout from these toll hikes could be significant.
