Odisha Launches DALKHAI Initiative to Boost Bauxite Mining Jobs
The Odisha Government has announced the launch of the Rs 220 crore DALKHAI Initiative, aimed at addressing distress migration and enhancing livelihoods in South-Western Odisha. Detailed in the Budget for 2026–27, this targeted programme focuses on long-term investments in skill development, rural enterprises, and social infrastructure. Beyond these efforts, experts suggest that the immediate operationalisation of local bauxite mining could serve as a rapid catalyst for job creation, particularly through existing alumina refineries in the Kalahandi region.
With a record capital outlay of Rs 72,100 crore, representing 6.5 per cent of Odisha’s Gross State Domestic Product, the government signals an ambitious shift towards industrial and infrastructure-led growth. The mineral-rich districts of Koraput, Kalahandi, and Rayagada, which collectively hold more than 55 per cent of India’s bauxite reserves, are positioned as key players in the economic revival of Western Odisha.
Mining as a Catalyst for Economic Growth
Mining experts stress that responsible mineral extraction is essential for driving regional economic development. According to Debi Dutta Biswal, a former Director of Mines and Principal Chief Conservator of Forests in Odisha, mining plays a crucial role in economic advancement. “Mining contributes significantly to regional economic growth. If a country wants to progress economically, mining activities are essential. Steel requires iron ore, aluminium requires bauxite, and coal continues to support energy needs until viable alternatives become widely available,” he stated.
Biswal also highlighted the financial benefits the mining sector brings to the state. During the 2021–22 period, Odisha auctioned several mines, resulting in a remarkable increase in mining revenue by approximately 365 per cent, reaching nearly Rs 50,000 crore. This revenue was pivotal in supporting the state’s pandemic response and strengthening health infrastructure when other revenue streams were impacted.
Furthermore, a portion of the mining revenue is reinvested into local communities through the District Mineral Foundation (DMF). This initiative supports socio-economic development in mining-affected regions with investments in healthcare, education, and infrastructure.
Addressing Migration Challenges
The urgency of generating local employment has become increasingly apparent. Data presented in the Odisha Assembly in December 2025 revealed that 518 migrant workers from the state died while working outside Odisha over the past five years. High-migration districts such as Kalahandi and Rayagada continue to see thousands of young workers leaving for low-paying and often hazardous jobs in other states.
Regional economists advocate for a “mining-first” development strategy that complements welfare initiatives like DALKHAI by creating immediate job opportunities. Fast-tracking projects, including the proposed bauxite mines in Kalahandi, could directly generate mining jobs while also stimulating logistics, infrastructure development, and ancillary industries.
Such industrial momentum could support the recently announced Jeypore–Koraput–Sunabeda economic cluster, potentially evolving into a localized manufacturing and processing corridor that retains skilled and semi-skilled labor within the state.
“If executed with strong environmental safeguards and active community participation, the local production of bauxite could transform Western Odisha into a strategic aluminium and industrial hub—while also addressing the persistent challenge of distress migration,” noted economist Dr. Gourang Rout.
The DALKHAI Initiative, combined with the potential of bauxite mining, offers a promising pathway to not only enhance local livelihoods but also to reshape the economic landscape of Odisha.
