Union Minister CR Patil Launches Jal Seva Aankalan for Water Assessment
The Union Minister of Jal Shakti, CR Patil, launched the Jal Seva Aankalan initiative on March 26, 2024, aimed at enhancing the assessment of drinking water services in rural areas. This digital tool, hosted on the Jal Jeevan Mission (JJM) portal, shifts the focus from merely creating infrastructure to ensuring consistent service delivery, empowering Gram Panchayats to evaluate the quality and reliability of drinking water supplies in their communities.
The launch event saw participation from various stakeholders, including Ministers of State for Jal Shakti, V Somanna and Raj Bhushan Choudhary, along with senior officials from the Department of Drinking Water & Sanitation (DDWS). Approximately 10,000 representatives from Har Ghar Jal Gram Panchayats across different states and Union Territories attended the program virtually.
In his address, Minister Patil emphasized that the Jal Jeevan Mission is not solely about building assets. Instead, it is fundamentally about providing reliable drinking water services to every rural household consistently. He outlined four key pillars of the Mission: Political Will, People’s Participation, Stakeholder Collaboration, and Optimal Resource Use. The Minister stressed that community involvement—the principle of Jan Bhagidari—is crucial for the sustainable success of the Har Ghar Jal initiative.
The Jal Seva Aankalan tool is intended to facilitate community-led self-assessment, allowing villages to reflect on their water service delivery without relying solely on costly external surveys. This structured process involves discussions among members of the Village Water & Sanitation Committee, system operators, and water users, including marginalized groups.
During the launch, representatives from three Gram Panchayats—Ghonashi (Maharashtra), Gogathala (Rajasthan), and Bilhapur (Uttar Pradesh)—shared their experiences in managing local water systems. Their insights highlighted the importance of ensuring regular water supply, maintaining quality, and collecting user fees to sustain the achievements of the Har Ghar Jal initiative.
Ashok KK Meena, Secretary of the DDWS, clarified that Jal Seva Aankalan is not an inspection or external audit. Instead, it is a community-driven self-review process designed to empower local governance. The assessment focuses on various service delivery parameters, including the regularity and adequacy of water supply, water quality, system operation, and maintenance, as well as source sustainability.
Kamal Kishore Soan, Additional Secretary and Mission Director of the National Jal Jeevan Mission, underscored the importance of accurate data input by Gram Panchayats. The data collected through the Jal Seva Aankalan will be publicly accessible, reinforcing the need for credibility in the assessment process. He highlighted the role of Zila Panchayats in facilitating planning and coordination at the district level, with systematic training essential for accurate data entry.
The process concludes with the findings presented to the Gram Sabha for open discussion and approval. Once endorsed, the assessments will be uploaded to the JJM Panchayat Dashboard and made available through platforms like eGramSwaraj and the Meri Panchayat App, which will allow for a 30-day public feedback period before finalization.
Through this initiative, Jal Seva Aankalan aims to anchor drinking water service assessments within Gram Sabha discussions, improving transparency and enabling early identification of operational challenges. The goal is to reinforce community stewardship of rural water systems, ensuring that by January 26, 2026, all Har Ghar Jal Gram Panchayats complete their assessments.
The Jal Seva Aankalan initiative represents a significant development in the ongoing effort to deliver safe and sustainable drinking water to rural households, placing community empowerment at the forefront of long-term service reliability.
