Karnataka Approves Rs 450 Crore Redevelopment of Outer Ring Road
The Karnataka government has officially approved a major redevelopment project for a 17-kilometre stretch of the Outer Ring Road (ORR) in Bengaluru. The project, estimated to cost Rs 450 crore, will address one of the city’s most congested corridors between Silk Board Junction and KR Puram metro station. The state government plans to fund 50% of the project cost, with the remaining funds shared between the Bengaluru East and South City Municipal Corporations.
According to official documents, the redevelopment will be executed in two separate packages. Package 1 covers the 5.44-km stretch from Silk Board to Iblur Junction, with a budget of Rs 143 crore. Package 2 encompasses the 11.57-km section from Iblur Junction to KR Puram, costing Rs 307 crore.
Comprehensive Upgrades Planned for Congested Corridor
The Silk Board to KR Puram route serves numerous IT hubs and metro stations, making it vital for daily commuters. The government’s plan goes beyond standard resurfacing of the road. A key feature will be the establishment of a bus priority lane, which aims to enhance public transportation efficiency. Officials have clarified that the demarcation of lanes will not rely solely on traditional bollards; instead, they will incorporate “digital fencing, bollards at strategic locations, and road markings” to improve safety.
The redevelopment proposal includes a range of enhancements. Planned works involve the reconstruction of footpaths, the creation of dedicated cycle lanes, and white-topping at junctions. Furthermore, the installation of vertical gratings will help mitigate flooding in low-lying areas. Advanced traffic-management technologies, utility ducts, and aesthetic improvements will also be part of the initiative.
Development of roads connected to the ORR is included in the overall plan. A technical expert committee, comprising specialists in various domains, has approved the proposal. The committee recommended using innovative technologies such as stamped concrete layers, cold plastic paint, and glass grids to improve durability and functionality.
Implementation Timeline and Stakeholder Involvement
The project will be managed by Bengaluru Smart Infrastructure Ltd (B-SMILE SPV). A senior official from B-SMILE indicated that tenders are expected to be issued in the first week of January 2024. To ensure high-quality execution, members of the Outer Ring Road Companies Association (ORRCA) will be involved throughout the construction phase.
Despite the positive developments, concerns have been raised about potential overlaps in construction efforts. Recent asphalt work on large portions of the ORR service roads by municipal corporations could lead to duplication of efforts. Additionally, the scope of the project does not extend to the development of spaces beneath flyovers, which may limit some aspects of the overall infrastructure enhancement.
The Karnataka government’s initiative marks a significant step toward improving Bengaluru’s traffic flow and infrastructure, addressing long-standing issues faced by commuters in this bustling tech hub. The anticipated upgrades are expected to enhance connectivity, reduce congestion, and ultimately support the city’s growth trajectory.
