Haryana Government Transfers 1,250 Outsourced Workers to HKRN

The Haryana Government has approved the transfer of over 1,250 outsourced employees from the Pt BD Sharma University of Health Sciences (UHS) and the Post Graduate Institute of Medical Sciences (PGIMS) in Rohtak to the Haryana Kaushal Rozgar Nigam (HKRN). This decision comes after the government determined that all necessary conditions from the Finance and Human Resources departments had been fulfilled.

The Human Resources Department has granted a one-time relaxation of prior government instructions issued on August 13, 2024. This relaxation enables the opening of the HKRN portal, allowing for the upload of outsourced staff details, contingent upon the stipulations set out on July 8, 2025. Currently, these employees are contracted through a private agency under the state’s outsourcing policy. They have been advocating for their transfer to HKRN to secure better job stability and access to additional benefits.

A significant portion of the staff has been protesting for the past seven months, including a recent demonstration in Kurukshetra. The ongoing agitation underscored the urgency of their situation and their desire for improved employment conditions.

According to a communiqué from the Department of Medical Education and Research, the Vice-Chancellor of UHS, Prof HK Aggarwal, has formally committed that any outstanding civil matters or litigation involving outsourced employees will be managed by the university in accordance with the law.

In light of these assurances, the department requested HKRN to enable access to its portal, facilitating the upload of necessary information regarding the outsourced workforce. The Vice-Chancellor of UHS and the Director of PGIMS have been instructed to proceed in accordance with this decision, with official communications sent to the Finance and Human Resources departments.

Confirming this significant development, Prof Aggarwal stated that they have already reached out to state authorities to expedite the opening of the HKRN portal, ensuring that the details of the outsourced employees can be processed promptly. This move is expected to enhance the employment outlook for the affected workers and ease their transition into more secure positions under HKRN.
