Haffkine Bio Pharma Warns Employees Against Data Leaks

The state-run Haffkine Bio-Pharma Corporation Ltd has issued a warning to its employees following allegations of financial misconduct by officials. The circular, distributed on February 26, cautioned against the unauthorized sharing of confidential documents, stating that disciplinary and legal action would be taken against those responsible for any breaches.

The warning comes after social activist Vijay Kumbhar wrote to Chief Minister Devendra Fadnavis, alleging administrative and financial irregularities within Haffkine Bio Pharma. Kumbhar’s letter highlighted claims of public fund misuse and a lack of transparency in the organization’s decision-making processes. He has also shared various documents, images, and videos on social media to support his allegations.

In response to these developments, Haffkine’s management described the unauthorized circulation of confidential documents as “serious and legally objectionable.” They emphasized that such disclosures could severely impact the credibility and operational efficiency of the public sector enterprise, which has been manufacturing vaccines, including polio vaccines, for nearly five decades.

The corporation is currently investigating specific administrative and financial irregularities. These include issues related to air cargo services for transporting polio vaccines and a customs notice concerning payments amounting to approximately ₹66 crore. The managing director stated that administrative and legal proceedings have already been initiated against any individuals or entities found responsible for actions that might lead to financial or operational losses.

The circular also indicated that misleading information could have been disseminated intentionally, complicating the situation further. The management conveyed that such unauthorized disclosures might jeopardize future business opportunities, particularly procurement orders from the central government and international organizations like the United Nations Children’s Fund (UNICEF).

Haffkine stressed the legal framework provided by the Right to Information (RTI) Act, 2005, which allows individuals to request official information through designated Public Information Officers. Any unauthorized sharing of sensitive documents outside this established framework would be regarded as misconduct, subject to disciplinary or legal repercussions.

Kumbhar remarked. He pointed out that the circular lacked a visible file number or dispatch number, questioning the integrity of its issuance. Kumbhar argued that a public institution should prioritize openness and clarity over intimidation when responding to issues involving public funds.

Repeated attempts to reach Haffkine Bio Pharma Corporation Chairman and Managing Director Sunil Mahindrakar for comments were unsuccessful. The situation has garnered attention from various stakeholders, raising important questions about governance and the management of public resources.
