Goa Surpasses 10 Million Tourists in 2025, International Arrivals Lag

Goa reached a significant milestone in 2025, welcoming over 10 million tourists, but a closer examination reveals a troubling trend in its international visitor numbers. While domestic tourism surged, foreign arrivals fell short of pre-pandemic levels, currently sitting 42% below the figures recorded in 2017, according to data from the state’s tourism department.

The total count of foreign tourists dropped from 889,000 in 2017 to just 520,000 in 2025. This decline contrasts sharply with the domestic market, which skyrocketed from 6.89 million in 2017 to a record 10 million in 2025, pushing overall tourist numbers to an unprecedented high of nearly 11 million.

Charter Flight Segment Faces Dramatic Decline

The charter flight segment, essential for Goa’s winter tourism, has experienced a significant downturn. In 2017, the state welcomed 1,024 charter flights that brought in approximately 250,000 tourists. By 2025, these numbers plummeted to just 189 flights and 40,336 passengers, highlighting a stark decline. Despite the opening of the new Manohar International Airport (Mopa), the total charter traffic has continued to decline annually since the pandemic recovery began.

Tourism Director Kedar Naik commented on the data, stating, “The tourist arrival data highlights a clear recovery trajectory across all segments, particularly in the post-pandemic period.” He noted the consistent growth in domestic tourism and the gradual return of international flight operations as indicators of ongoing recovery efforts.

Scheduled international flights displayed more resilience but have not fully rebounded. In 2017, 340,000 foreign visitors arrived via scheduled flights, whereas this figure dropped to around 240,000 in 2025. Mopa has quickly become a primary gateway for international travelers, handling 1,141 international flights compared to 643 at Dabolim Airport in 2025.

Cruise Tourism Undergoes Demographic Shift

The cruise tourism sector also reflects a demographic change. While the total number of cruise passengers in 2025 reached 51,510, the majority were domestic travelers. Foreign cruise arrivals fell significantly from over 40,822 in 2017 to just 10,086 in 2025.

Tourism Minister Rohan Khaunte expressed optimism about the sector’s recovery, emphasizing the importance of improved connectivity through Mopa. He stated that the rise in domestic arrivals and the gradual revival of international segments illustrate Goa’s ongoing readiness as a tourist destination.

The tourism landscape in Goa showcases a dual narrative, with domestic tourism thriving while international arrivals struggle. As the state adapts to these shifts, the focus will likely remain on enhancing infrastructure and fostering connections to reclaim its status as a popular destination for international travelers.
