Chief Minister Omar Abdullah Streamlines Tourism Registration Process
Chief Minister Omar Abdullah announced significant reforms aimed at simplifying the registration and renewal procedures for tourism-related establishments in Jammu and Kashmir (J&K). During a session in the J&K Legislative Assembly on February 5, 2026, he highlighted the government’s commitment to enhancing the tourism sector’s efficiency and transparency.
The Chief Minister explained that the registration process for guest houses, hotels, homestays, travel agencies, and adventure tour operators will now be conducted online. Under the Public Services Guarantee Act, applicants can expect approval within a stipulated timeframe of 30 days once all required documents are submitted. Abdullah noted that the current regulations date back to 1978 and are in urgent need of revision.
Streamlining Procedures for Increased Accessibility
Abdullah emphasized that the revisions to the Jammu and Kashmir Tourist Trade Rules aim to make the registration process more transparent and user-friendly. He stated, “The proposed revisions aim to make the process more transparent, user-friendly and strictly time-bound, thereby reducing procedural delays and improving ease of doing business in the tourism sector.”
The government is also exploring reforms such as self-declaration mechanisms and deemed approvals. These initiatives would allow for automatic permission grants if decisions are not made within a specified timeframe, thereby minimizing delays and reducing opportunities for malpractice.
The revised guidelines will encompass the entire tourism ecosystem, including hotels, homestays, shikaras, houseboats, taxis, and buses. Abdullah acknowledged concerns raised by assembly members regarding cumbersome procedures, reaffirming the government’s dedication to adhering to the timelines established by the Public Services Guarantee Act.
Promoting Employment and Community Participation
In response to questions about the promotion of tourism, Abdullah highlighted that the sector remains a vital source of both direct and indirect employment for local youth. “Tourism continues to be a significant source of employment,” he stated, adding that the Department of Tourism actively promotes the sector through various events and festivals across the Union Territory.
These promotional activities not only create diverse livelihood opportunities for event managers, transport operators, and hospitality workers but also contribute to entrepreneurship development and sustainable employment generation. The Chief Minister mentioned that the government regularly outsources assets, such as cafeterias and parking areas, further bolstering employment opportunities in the region.
To encourage community participation, particularly in border and rural areas, the government has implemented simplified procedural guidelines for registering homestays. This initiative aims to ensure inclusive and balanced tourism development across J&K.
Abdullah also addressed the recent closure of certain tourist areas following the Pahalgam attack, assuring the assembly that efforts are underway to reopen these sites. He indicated that discussions are ongoing with the Government of India and pledged to raise the matter with the Union Home Minister during an upcoming visit to Jammu and Kashmir.
The Chief Minister’s remarks were made in response to questions from various assembly members, including Ali Mohammad Sagar, Altaf Ahmed Kalloo, Tanvir Sadiq, and others, who expressed concerns regarding the tourism sector’s potential and the need for reforms. Abdullah’s commitment to revamping the tourism registration process marks a significant step towards revitalizing the sector and enhancing its contribution to the local economy.
