AAP MLA Highlights Over 300 Vacant Local Government Seats in Gujarat
Gopal Italia, an MLA from the Aam Aadmi Party (AAP), has raised significant concerns regarding the lack of local governance in Gujarat, specifically pointing out that over 300 positions for sarpanches and corporators remain unfilled in the districts of Junagadh and Bhavnagar. During a press conference on Monday, Italia detailed the extent of the vacancies, claiming there are 95 vacant seats in Junagadh and 212 in Bhavnagar, highlighting a pressing issue of administrative failure.
Vacancies in Local Governance
Italia addressed the legislative assembly to bring attention to this issue, stating, “In today’s session in the Legislative Assembly, I raised three major issues concerning Visavadar, Bhesan, and the entire Junagadh district.” He emphasized the alarming number of vacant positions, explaining that in various villages, specific posts remain unfilled despite multiple by-election announcements. For instance, he noted that one sarpanch post is vacant in Bantva and Jesar, while similar vacancies exist in Maliya Hatina and Sihor.
The AAP MLA attributed these persistent vacancies to a failure in local governance mechanisms. He claimed that the inability to find candidates stems from the manipulation of voter lists in many villages across Saurashtra. According to Italia, names of seasonal laborers from tribal or Dalit communities, who often migrate to work in agriculture, are added to local voter rolls illegally. This practice effectively reserves seats without providing local candidates eligible to contest.
Impact on Local Development
The implications of these vacancies are significant, as Italia pointed out that the absence of elected representatives hampers the ability to utilize government grants aimed at village development. He stated, “When there is no Sarpanch or members, the government grants for village development cannot be utilised.” This stagnation in local governance not only limits administrative effectiveness but also affects community growth and support services.
In addition to his remarks on local governance, Italia raised questions regarding the financial dealings under the Pradhan Mantri Jan Arogya Yojana (PMJAY). He claimed that a total of Rs 1,712 crore was disbursed to private hospitals in Surat and Rajkot over the past two years, further alleging that the government has directed a substantial Rs 50,000 crore to private healthcare facilities under this scheme.
Italia’s revelations underscore critical issues within Gujarat’s local governance framework, as well as broader concerns regarding healthcare funding. As the situation develops, it will be essential to monitor both the administrative responses and any potential reforms aimed at addressing these significant gaps in local representation and service delivery.
