Trump and Zelenskyy Report Progress on Ukraine Peace Deal
US President Donald Trump and Ukrainian President Volodymyr Zelenskyy announced on December 28, 2023, that they are progressing toward a potential peace agreement to end the ongoing war in Ukraine. Following a meeting at Trump’s Mar-a-Lago resort in Florida, both leaders acknowledged that while significant strides have been made, several complex issues remain unresolved.
During a joint press conference, Trump stated that the two leaders are “getting a lot closer, maybe very close” to finalizing a deal. He expressed optimism that clarity on the negotiations would emerge “in a few weeks.” Zelenskyy confirmed that an agreement on security guarantees for Ukraine has been reached, although Trump noted they are “95 percent of the way” to that agreement and anticipated that European nations would play a substantial role in the peace effort with US support.
The future of the contested Donbas region remains a critical sticking point. Zelenskyy has previously indicated his desire to negotiate softer terms regarding the withdrawal of Ukrainian forces from the Donbas, a demand from Russia that would involve ceding territory. Trump remarked, “It’s unresolved, but it’s getting a lot closer. That’s a very tough issue.”
Recent Developments and Russian Pressure
Zelenskyy’s visit to Florida occurred against the backdrop of intensified Russian air attacks on Kyiv, which resulted in significant damage to infrastructure, including power outages. Trump suggested that these strikes could be seen as a response to the US-brokered peace efforts. Despite the ongoing violence, he expressed belief that both Putin and Zelenskyy are serious about pursuing peace.
Just prior to Zelenskyy’s arrival, Trump had a call with Russian President Vladimir Putin, which he described as “productive.” The Kremlin’s foreign policy aide, Yuri Ushakov, indicated that Putin expressed concern about a proposed 60-day ceasefire, suggesting it would prolong the conflict. He also stated that Ukraine must make prompt decisions regarding the Donbas region.
The discussions in Florida were also linked to broader diplomatic efforts involving European allies, who have been seeking to outline a post-war security framework for Ukraine. Ahead of the Mar-a-Lago meeting, Zelenskyy had a detailed conversation with British Prime Minister Keir Starmer about the ongoing situation.
Negotiations and Territorial Disputes
While both Kyiv and Washington have made progress on numerous issues, the question of territorial concessions remains contentious. Russia has maintained its claims over the Donbas, while Ukraine seeks to maintain current front lines without ceding land. The US has proposed a free economic zone should Ukraine withdraw from the region, though the feasibility of such a plan is still under discussion.
Additionally, control over the Zaporizhzhia nuclear power plant has been a point of negotiation, with US negotiators suggesting shared governance as a potential solution. Repairs to power lines at the facility have begun following a ceasefire agreement brokered by the International Atomic Energy Agency.
Since its annexation of Crimea in 2014, Russia has claimed control over approximately 12 percent of Ukrainian territory, with significant advances in the Donbas, Zaporizhzhia, and Kherson regions. The Kremlin’s position remains firm: a peace deal must include Ukraine’s withdrawal from the Donbas and other contested areas, alongside a formal renunciation of its NATO aspirations.
Zelenskyy and Trump’s meeting follows weeks of intense diplomatic activity aimed at resolving the ongoing conflict. With European nations increasingly involved in shaping security guarantees for Ukraine, the international community continues to closely monitor the evolving situation. As negotiations progress, both leaders are expected to engage with European partners to solidify any agreements reached in Florida.
