Prime Minister Narendra Modi inaugurated an Emergency Landing Facility (ELF) in Assam on February 15, 2024, highlighting its strategic importance for the Northeastern region. This facility, the first of its kind in Northeast India, is designed to support the landing and take-off of both military and civil aircraft during emergencies. It plays a critical role in enhancing emergency response capabilities, particularly during natural disasters.

During his visit, PM Modi arrived at the ELF in a Indian Air Force C130J aircraft at the Moran Bypass in Dibrugarh. The ELF is capable of accommodating fighter aircraft weighing up to 40 tonnes and transport aircraft with a maximum take-off weight of 74 tonnes. This dual-use infrastructure aims to facilitate rapid deployment of rescue operations, thus improving safety and preparedness in the region.

Infrastructure Developments in Assam

In addition to the ELF, PM Modi inaugurated several key projects aimed at enhancing connectivity and infrastructure in Assam. Notably, he launched the Kumar Bhaskar Varma Setu, a significant bridge over the Brahmaputra River. This six-lane extradosed bridge, which cost approximately ₹3,030 crore, connects Guwahati with North Guwahati, reducing travel time to just seven minutes.

The bridge is equipped with advanced base isolation technology to withstand earthquakes, reflecting the region’s seismic challenges. It also includes a Bridge Health Monitoring System (BHMS) for real-time condition assessments to ensure long-term safety and performance.

PM Modi emphasized that the new bridge would improve connectivity and commerce, making it easier for devotees to access the Kamakhya Temple. He stated, “Kumar Bhaskar Varma Setu is a vital infrastructure project for Guwahati and areas around it. Connectivity, comfort and commerce will be significantly enhanced.”

Advancements in Digital Infrastructure and Public Transport

Further enhancing Assam’s infrastructure, PM Modi inaugurated the National Data Centre for North Eastern Region in Amingaon, Kamrup district. This state-of-the-art facility, with a sanctioned load of 8.5 MW, is designed to host critical applications for various government departments and serve as a disaster recovery center. It supports the broader vision of Digital India, aiming to fortify the region’s ICT backbone.

The Prime Minister also launched the PM-eBus Sewa Scheme, flagging off 225 electric buses across several cities, including Guwahati, Nagpur, Bhavnagar, and Chandigarh. This initiative aims to provide over 5 million citizens with access to clean and reliable public transport, thereby enhancing urban mobility and quality of life.

These initiatives reflect a comprehensive approach to developing the Northeastern region, focusing on strategic infrastructure, digital advancements, and sustainable public transport solutions. PM Modi’s visit underscores the government’s commitment to fostering growth and resilience in Assam and the wider Northeast.
