Israel Moves to Expand Control Over West Bank Settlements
Israel’s security cabinet has approved a series of measures aimed at strengthening control over the West Bank, a move that could significantly affect the landscape of the occupied territory. These decisions, announced on October 29, 2023, will facilitate further expansion of Israeli settlements, a contentious issue in the ongoing Israeli-Palestinian conflict.
The territory, known as the West Bank and occupied by Israel since the 1967 Six-Day War, is seen by many on the religious right as integral to Israel’s identity. A statement from the security cabinet described the measures as fundamentally altering the “legal and civil reality in Judea and Samaria,” utilizing biblical names for the region.
Finance Minister Bezalel Smotrich and Defence Minister Israel Katz outlined the new policies, which include the removal of long-standing restrictions preventing Jewish citizens from purchasing land in the West Bank. Smotrich emphasized that the goal is to “deepen our roots in all regions of the Land of Israel and bury the idea of a Palestinian state.” Katz described the area as “the heart of the country,” asserting that its strengthening is crucial for Israel’s security and national interests.
Significant Changes to Building Regulations
The reforms will also transfer authority over building permits for settlements in specific Palestinian cities, such as Hebron, from the Palestinian Authority to Israeli authorities. Previously, construction in Jewish communities required approval from both local and Israeli officials. Under the new framework, Israeli authorization will suffice for such changes.
Katz stated, “We are committed to removing barriers, creating legal and civil certainty, and allowing settlers to live, build, and develop on equal footing with every citizen of Israel.” The measures further extend Israeli control over certain religious sites, even those located in areas under Palestinian Authority jurisdiction.
The Palestinian presidency in Ramallah condemned the decisions, asserting they aim to “deepen attempts to annex the occupied West Bank.” The presidency characterized the actions as part of an Israeli strategy to legalize settlement expansion, confiscate land, and demolish Palestinian properties, particularly in areas where the Palestinian Authority has established governance.
Reactions and Broader Implications
The Yesha Council, an organization representing the majority of West Bank settlers, praised the cabinet’s decisions, declaring that the Israeli government has effectively affirmed that “the Land of Israel belongs to the Jewish people.”
This announcement comes just days before Israeli Prime Minister Benjamin Netanyahu is scheduled to visit the United States for discussions with President Donald Trump. Notably, Trump has previously opposed the annexation of the West Bank, complicating the dynamics of international relations regarding this sensitive issue.
According to a recent report from the United Nations, settlement expansion in the West Bank reached its highest level since 2017, with 19 settlements approved in December 2022 alone. Currently, over 500,000 Israelis reside in settlements and outposts across the West Bank, while approximately three million Palestinians live in the territory, raising significant concerns regarding the future of peace negotiations.
The implications of these measures are profound, affecting not only the Israeli-Palestinian relationship but also international perceptions and diplomatic efforts surrounding the conflict. As developments continue, the international community will be closely monitoring Israel’s actions and their potential impacts on regional stability.
