China Launches Groundbreaking Hybrid Nuclear Power Plant Project
China has commenced construction of the world’s first hybrid nuclear power plant in Lianyungang, located in Jiangsu province. The project, named the Xuwei Nuclear Power Plant, marks a significant milestone as it is the first nuclear facility approved under China’s 15th Five-Year Plan. The plant uniquely integrates two distinct nuclear technologies: the Hualong One pressurized water reactor and a high-temperature gas-cooled reactor, a combination that has not been attempted globally.
Construction officially began on October 20, 2023, with the initial phase involving the pouring of concrete for Nuclear Unit One. The project will unfold in two phases. Currently, the first phase is underway, which includes the installation of two Hualong One units alongside one high-temperature gas-cooled reactor.
The Hualong One reactors leverage China’s fully indigenous third-generation nuclear technology, while the high-temperature gas-cooled reactor represents a shift toward fourth-generation technology. This innovative pairing is designed to not only generate electricity but also to supply high-quality industrial steam. As a result, the plant is set to play a crucial role in meeting both energy generation and industrial energy demands.
Once operational, the Xuwei Nuclear Power Plant is expected to significantly reduce fossil fuel consumption in the region. Projections indicate that annual coal usage could decline by approximately 7.26 million tonnes, while carbon dioxide emissions may decrease by nearly 19.6 million tonnes each year. This transition supports low-carbon initiatives at the Lianyungang petrochemical base and in surrounding industrial zones.
Strategic Shift in Nuclear Energy
The development of the Xuwei Nuclear Power Plant illustrates a broader transformation in China’s nuclear strategy, moving beyond mere electricity production to encompass multi-purpose industrial applications. This strategic pivot includes steam supply for heavy industries, reflecting an evolving approach to energy generation.
The first phase of the plant is anticipated to begin operations in 2032. The Hualong One technology, developed by the China General Nuclear Power Group and the China National Nuclear Corporation, has already attained certification from the European Utility Requirements and has successfully passed the United Kingdom’s Generic Design Assessment process.
With this ambitious project, Beijing positions itself as a leader in next-generation nuclear energy and industrial decarbonization. By integrating advanced technologies and focusing on sustainability, China aims to enhance its energy landscape while addressing environmental challenges.
