BJP Raises Concerns Over Punjab Election Commissioner’s Credibility
Punjab BJP leader S R Ladhar has formally questioned the credibility of the state election commissioner, Raj Kamal Chaudhuri, in a letter addressed to the state governor, Gulab Chand Kataria. This concern arises in light of Chaudhuri’s upcoming role in the delimitation process, which is set to take place in 2026.
Ladhar, a retired Indian Administrative Service officer, highlighted that the Delimitation Commission is a crucial constitutional body responsible for redefining the boundaries of Lok Sabha and state assembly constituencies. The Commission’s mandates, which include determining the number of seats and reservations, are backed by legal authority and are not subject to judicial review. Therefore, the credibility and impartiality of its members are essential for upholding democratic principles.
According to Ladhar, “The credibility of Punjab state election commissioner Raj Kamal Chaudhuri as an ex-officio member of the Delimitation Commission is a matter of serious concern.” He pointed out that the Commission is constituted under the Delimitation Act, 2002, and includes a chairperson, typically a sitting or retired Judge of the Supreme Court of India, as well as ex-officio members such as the chief election commissioner and the state election commissioner.
During the delimitation exercise, Chaudhuri will serve as an ex-officio member representing Punjab. However, Ladhar expressed that Chaudhuri has not demonstrated the necessary confidence to oversee fair electoral practices. He criticized the recent panchayat and zilla parishad/block samiti elections, alleging widespread bias and a significant loss of confidence among political parties and the public in the State Election Commission.
“The elections witnessed allegations of bias, loss of confidence among political parties, and erosion of public trust,” Ladhar stated. He emphasized that an officer whose neutrality is under question cannot be entrusted with the constitutional task of delimitation, which holds the potential to fundamentally reshape Punjab’s electoral framework.
Ladhar elaborated that delimitation significantly impacts political representation, regional balance, and social equity within the state. He warned that any perceived or actual lack of neutrality during this process would be detrimental to the people of Punjab, particularly with the state assembly elections approaching in February 2027.
In light of these issues, Ladhar urged Governor Kataria to thoroughly examine the situation and take necessary actions to ensure that the delimitation exercise is conducted with complete impartiality and transparency. He stressed the importance of restoring public confidence in the process, asserting that the integrity of future elections depends on it.
