Bihar Assembly Approves ₹3.47 Lakh Crore Budget for 2026-27

The Bihar Assembly passed the Bihar Appropriation (No 2) Bill on February 23, 2026, allowing the state to withdraw over ₹3.47 lakh crore from the consolidated fund for its annual budgetary provisions. The bill, presented by Finance Minister Bijendra Prasad Yadav, was approved through a voice vote, marking a significant milestone in the state’s financial planning.

Minister Yadav highlighted the substantial growth in Bihar’s budget, which has surged from ₹23,885 crore in 2004-05 to the current ₹3,47,589 crore. He attributed this increase to the state’s improved capacity to invest in development, infrastructure, and social initiatives. “This reflects the state’s enhanced capacity to invest in development, infrastructure, and social sectors,” Yadav stated.

Key Initiatives Under Saat Nischay-3

The Bihar government has set ambitious goals under the newly introduced Saat Nischay-3 initiative, which aims to propel the state into the ranks of developed states by 2030. This initiative, which translates to “Seven Resolves,” focuses on improving the quality of life through the slogan “Sabka Samman-Jeevan Aasaan,” meaning “Ease of Living.”

Yadav explained that the program aims to ease the challenges faced by all citizens. The cabinet has approved the rollout of Saat Nischay-3, set to span from 2025 to 2030. It follows the successful implementation of the first two phases of Saat Nischay since 2015, which have already made substantial impacts in areas such as employment, education, and health.

Under this new phase, the state aims to double per capita income and provide financial assistance of ₹10,000 to women in every family for livelihood activities. Furthermore, the government plans to enhance skills through employment-oriented training and prioritize support for 94 lakh underprivileged families identified in a recent caste-based survey.

Employment Goals and Economic Growth

Yadav emphasized the government’s commitment to creating jobs, stating that over 50 lakh employment opportunities have been generated for youth in the past five years. The target for the next five years is to double this figure, aiming for one crore new jobs.

“Our industrial policy focuses on maximizing employment. We are prioritizing micro and small enterprises and have established the Directorate of Micro, Small and Medium Enterprises as well as the Bihar Entrepreneurs and Businessmen Commission to support entrepreneurs,” he added.

Despite the government’s optimistic outlook, opposition voices have raised concerns regarding the administration’s performance. Kumar Sarvjeet, Chief Whip of the Rashtriya Janata Dal (RJD), criticized the ruling NDA government, claiming that it has failed to meet the public’s expectations and alleging a deterioration of law and order in the state.

The passage of the appropriation bill is a crucial step in Bihar’s ongoing efforts to enhance its economic landscape and improve the living standards of its residents. As the state prepares to implement its ambitious plans, the effectiveness of these initiatives will be closely monitored in the coming years.
