Telangana Commission Acts on Stray Dog Attack After Minor Injured

Sivadi Praveena, a member of the Telangana Human Rights Commission (TGHRC), has initiated a case following a disturbing incident in Hyderabad where a minor girl was attacked by a stray dog. The attack, reported on Wednesday, left the child with severe facial injuries, raising significant concerns regarding child safety and public health.

In response to the incident, Praveena took suo motu cognisance, highlighting the alarming implications for human rights, particularly the right to life and the safety of children in residential areas. The commission’s decision is based on media reports that detail the attack and its aftermath.

Concerns Over Public Safety and Civic Responsibility

The TGHRC expressed serious concerns regarding the apparent failures of local civic authorities to manage the stray dog population effectively. The commission noted that the incident reflects a broader issue of public safety, especially for vulnerable groups like children. In light of these concerns, the commission has mandated the Commissioner of the Greater Hyderabad Municipal Corporation (GHMC) to provide a detailed report by February 24, 2026. This report must outline the incident, the immediate actions taken by the authorities, and the preventive measures currently in place regarding stray dog management.

The issue of stray dogs has garnered national attention and scrutiny. Earlier this month, the Supreme Court of India clarified its position on the management of stray dogs, emphasizing that it has not ordered the indiscriminate removal of dogs from public spaces. The court reiterated that stray dogs must be treated according to the Animal Birth Control (ABC) Rules.

A three-judge special bench, comprising Justices Vikram Nath, Sandeep Mehta, and NV Anjaria, stated, “We have not directed the removal of every dog from the streets. The direction is to treat them as per the rules.” This statement underscores the complex nature of the issue, which balances animal rights with public safety.

Legal Developments and Public Health Implications

The Supreme Court has been actively addressing the issue of stray dogs across the country. In January, the court held hearings concerning a suo motu case focused on the presence of stray dogs in public spaces. During these hearings, prominent advocates, including Shyam Divan and Krishnan Venugopal, presented arguments regarding the potential public health risks associated with the removal of stray dogs. One of the key points raised was that such actions could lead to an increase in rodent populations, posing additional health risks.

Furthermore, overcrowded shelters for stray animals can exacerbate the spread of diseases among them, complicating the situation further. Senior advocate Nakul Dewan proposed the idea of microchipping dogs to ensure proper tracking of vaccinations and sterilizations. He also recommended forming an expert committee to investigate the issue thoroughly.

The Supreme Court has previously mandated that all states and Union Territories take immediate action to remove stray dogs from sensitive locations such as educational institutions and hospitals. This directive aims to ensure public safety while adhering to the ABC Rules, which dictate the humane treatment of stray animals.
