Supreme Court Judge Advocates for Inclusive Judiciary Transformation

In a significant call for reform, Supreme Court Judge Ujjal Bhuyan emphasized the necessity for an inclusive judiciary that accurately reflects India’s diverse society. During a seminar in Hyderabad organized by the Telangana Judges Association and the Telangana Judicial Academy, Justice Bhuyan underscored the principles of constitutional morality, highlighting the urgent need to enhance public trust in the legal system.

Strengthening Public Trust Through Inclusivity

Justice Bhuyan articulated that the judiciary must evolve into what he termed a “rainbow institution,” one that embodies the country’s social diversity. He pointed out that the judiciary has a vital role in making justice accessible and visible to all citizens. “Justice must not only be done but must also be seen to be done,” he stated, reinforcing the idea that public perception of fairness is essential.

He drew attention to recent incidents that have revealed deep-rooted social divides, citing a case where a PhD scholar faced housing discrimination due to her community and another incident involving protests against a Dalit woman appointed to prepare midday meals in Odisha. Justice Bhuyan’s remarks connect the judiciary’s responsibility to uphold the values enshrined in the Constitution, which were established by Dr B.R. Ambedkar on the tenets of equality and fraternity.

Further, he noted the importance of strengthening trial courts to bridge the gap between the judiciary and the general public. According to Justice Bhuyan, it is imperative that judges actively work to protect constitutional values.

The Role of District Judiciary

Also addressing the audience was Telangana High Court Chief Justice Aparesh Kumar Singh, who discussed the pivotal role of district judiciary in connecting public trust with justice. Emphasizing the need for accessible legal processes, he called for reforms that enhance the relationship between citizens and the courts.

The seminar was inaugurated by K. Murali Mohan, Additional District Judge and general secretary of the Telangana Judges Association, and attended by various high court judges, including the Registrar General and the director of the Telangana Judicial Academy, N. Sridevi. Senior faculty members such as Dr. Sunnam Srinivasa Reddy and Radha Krishna Chahavan, along with judges association leaders, also participated in the event.

These discussions reflect a growing recognition of the judiciary’s role in fostering a more inclusive society. As Justice Bhuyan pointed out, ensuring equal access to justice for all communities remains a critical challenge.

In a related matter, the Telangana High Court is currently hearing a petition regarding an alleged extortion case linked to local political figures. The case involves a complaint made by K. Venkateshwar Rao, son of former MP Dr K. Kesava Rao, against a local resident, Gadila Raghuveer Reddy. Reddy seeks to quash a criminal case filed against him, alleging that he was threatened for a payment of ₹3 crore to withdraw a public interest litigation.

As the legal proceedings unfold, both parties have presented conflicting claims regarding the validity of the allegations. The bench has adjourned the hearing until Monday, March 18, 2024, as it considers the arguments presented by both sides.
