Haryana Plans 1,000-Acre Township in Gurugram for Growth

On Republic Day, Haryana Chief Minister Nayab Singh Saini announced an ambitious plan to develop a new township over 1,000 acres in Gurugram. This initiative is part of the Global City Project, aiming to position Gurugram as a global hub for information technology and startups. The announcement was made during a ceremony where Saini unfurled the national flag and honored martyrs at the Veer Shaheedi Memorial.

In his address, Saini emphasized that Haryana is advancing in alignment with Prime Minister Narendra Modi’s vision of a “Viksit Bharat” or developed India. He highlighted the state’s commitment to modernizing its approach to governance and development, focusing on effective implementation of schemes designed to uplift the economically disadvantaged.

The Chief Minister reported that out of the 217 resolutions outlined in the state’s manifesto during the last Assembly elections, 54 have already been fulfilled within the first year, with ongoing efforts for the remaining initiatives. He mentioned several policy changes, including the “bina parchi-bina kharchi” recruitment process and a transparent online transfer policy, which have drawn national attention to Haryana.

Haryana’s economic contributions were also a focal point of Saini’s speech. He noted that the state, which comprises only 1.34% of India’s geographical area and 2.09% of its population, accounts for 3.7% of the national GDP. Additionally, Haryana ranks first among major states in per capita income at ₹ 3.53 lakh and leads in per capita Goods and Services Tax (GST) collection. The Chief Minister mentioned that the state has been recognized in the ‘Top Achievers’ category for the Ease of Doing Business ranking, placing it first in Northern India and second nationwide for logistical facilities catering to industries.

Over the past eleven years, Haryana has witnessed significant growth in the micro, small, and medium enterprises (MSME) sector, with 1.29 million MSMEs established, creating approximately 4.9 million jobs. Furthermore, Saini indicated that more than 150 services are now accessible to investors, with investment approvals being expedited to within 12 days.

The Chief Minister also provided an update on employment initiatives, noting that 24,000 youths were appointed to government jobs on October 17, 2024, and that an additional 34,000 individuals found employment last year. Over the last decade, the government has facilitated the creation of 0.18 million jobs and provided skill training to 0.11 million young people.

In addressing public safety, Saini emphasized that maintaining law and order remains a priority. He referenced several initiatives, including Operation Track Town, Operation Clean, and Prahari, which have collectively led to the arrest of over 2,200 criminals under Operation Hotspot Domination since its inception on December 1. Under the Drug-Free Haryana campaign, authorities have made over 6,000 arrests and seized properties valued at around ₹ 12 crore.

Saini also introduced the Haryana Registration and Regulation of Travel Agents Bill on March 18, 2025, which aims to regulate travel agents operating in the state. This legislation proposes mandatory registration and establishes strict penalties for non-compliance, including potential jail terms of up to 10 years and fines reaching ₹ 5 lakh.

Highlighting efforts toward women’s empowerment, Saini detailed initiatives that aim to make women economically, socially, and educationally self-reliant. The Deendayal Lado Lakshmi scheme currently supports 0.86 million women with monthly assistance of ₹ 2,100, while approximately 0.23 million women have achieved the status of “Lakhpati Didis.” Additionally, 1.5 million families benefit from subsidized LPG cylinders priced at ₹ 500, and the government has ensured at least 50% representation of women in Panchayati Raj institutions.

As Haryana continues to push forward with its development agenda, the state is poised to make significant strides in economic growth, job creation, and social empowerment, with the new township in Gurugram serving as a pivotal element in this vision.
