Election Commission to Enhance Collaboration with State Poll Panels

The Election Commission of India (EC) is set to convene a significant conference in New Delhi on March 12, 2024, aimed at fostering collaboration with state poll panels responsible for conducting municipal and panchayat elections. This marks the first such meeting in 27 years, with the last conference occurring in 1999. State Election Commissioners from all states and Union Territories, alongside legal and technical experts, will participate in the discussions.

Technology Sharing and Electoral Processes

During the round table conference, the EC plans to focus on various topics, including the sharing of technology, electronic voting machines (EVMs), and electoral rolls. The poll authority has emphasized the need to strengthen electoral processes across the country. State poll panels utilize the electoral rolls provided by the EC for assembly elections, adapting them for local body polls, which enhances the efficiency of the electoral system.

The lifespan of an EVM is typically 15 years. Once these machines reach the end of their lifecycle, they are transferred to state poll panels for local elections. Currently, the EC employs the ‘M3’ or Mark III type of EVMs for Lok Sabha and assembly elections. Notably, the EC does not impose any charges for the use of these machines by state authorities. Once an EVM is no longer under the EC’s control, it is referred to as a non-ECI-EVM.

According to the EC, machines that have completed their life cycle are securely destroyed. The Union law ministry allocates funds in the national budget to enable the EC to procure necessary EVMs from two public sector undertakings, Electronics Corporation of India Ltd (ECIL) and Bharat Electronics Ltd (BEL).

Support for State Election Commissions

In addition to sharing technology, the Election Commission will offer assistance to state election commissions in developing technology platforms similar to ECINET, as well as providing training support for their officials involved in election management. Chief Electoral Officers from all 36 states and Union Territories are expected to attend the conference, further emphasizing the collaborative spirit of this initiative.

The primary objective of the round table conference is to enhance synergies between the EC and state election commissions regarding electoral processes and logistics, all while operating within their respective legal frameworks. This initiative reflects a commitment to improving the efficiency and integrity of elections at all levels in India.
