Parliament’s Budget Session Faces Tensions Over Key Policies
The Budget Session of the Parliament of India has commenced, with expectations of heightened confrontations between the ruling government and opposition parties. Central to the anticipated disputes are the implementation of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (G RAM G Act) and the rollout of the Special Intensive Revision (SIR) of electoral rolls. The Congress Party has taken a strong stance against the G RAM G Act, which has replaced the previous government’s flagship rural job guarantee scheme, the MGNREGA.
The Indian National Developmental Inclusive Alliance (INDIA) bloc, particularly the Trinamool Congress (TMC), has voiced concerns over the alleged misuse of investigative agencies, such as the Enforcement Directorate (ED). These concerns were amplified following recent raids on the premises of the consultancy firm I-PAC, which has been providing political consultations to the ruling party in West Bengal. The timing of these raids, occurring just months before the state assembly elections, has raised suspicions of political motivations.
Opposition leaders have criticized the SIR, asserting it may disenfranchise poor, migrant, and minority community voters. West Bengal Chief Minister Mamata Banerjee has been particularly vocal, labeling the revision process as exclusionary. The current session’s confrontational atmosphere was established during an all-party meeting on January 27, 2024, where the government dismissed calls for discussion on the SIR and the rollback of the G RAM G Act, stating that the act had already been passed by Parliament.
During the President’s address to both Houses on January 28, 2024, opposition members interrupted with slogans against the SIR and the G RAM G Act. This prompted criticism from the ruling Bharatiya Janata Party (BJP), which accused the opposition of undermining the dignity of the President’s address.
As the Budget Session proceeds, the government has not yet disclosed the list of proposed bills. Reports suggest that approximately 20 bills may be introduced during this session. The relationship between the Centre and the opposition remains strained, particularly given the opposition’s strong objections to the SIR and the passage of the G RAM G Bill during the prior Winter Session.
The growing distrust is reflected in a recent social media post by Congress leader Jairam Ramesh, who criticized Prime Minister Narendra Modi for allegedly neglecting to engage with the opposition on critical national issues. Ramesh’s comments highlight concerns over the government’s approach to parliamentary procedure, suggesting that important bills may be rushed through without adequate scrutiny.
As the session unfolds, the political landscape is poised for significant confrontations, particularly over issues central to the electorate’s welfare and representation. The ongoing debates will not only shape the immediate legislative agenda but could also have lasting implications for the relationship between the government and opposition parties as they head into crucial elections.
