Delhi Launches ‘Youth for Governance’ to Empower Young Leaders
On October 26, 2023, Delhi’s Cabinet Minister for Education and local MLA Ashish Sood officially inaugurated the ‘Youth for Governance’ (YFG) initiative in Janakpuri. This program aims to transform Sood’s legislative office into a citizen-focused ‘Seva Kendra,’ engaging young professionals in the governance process. The initiative is a direct response to Prime Minister Narendra Modi‘s call for the inclusion of one lakh youth, particularly those from non-political backgrounds, in governance to reduce nepotism and enhance participatory democracy.
Engaging Youth in Local Governance
The YFG initiative aims to bridge the gap between citizens and government by integrating selected young fellows into the local governance framework. These individuals will collaborate closely with the MLA’s office to tackle civic and administrative challenges specific to the Janakpuri Assembly constituency. During the launch, Sood emphasized that this initiative signifies a shift in India’s governance approach, moving from a power-centric administration to a service-oriented model.
In its inaugural phase, 12 fellows, collectively referred to as the ‘Special Twelve’ or ‘Batch Zero,’ were chosen from over 350 applicants following a rigorous selection process. The chosen group includes a diverse array of backgrounds, including medical professionals and law students, and will engage in governance-related assignments over a period of three months.
Addressing Civic Challenges
The focus of these fellows will be on addressing persistent civic issues within the community. They will conduct sanitation audits on Pankha Road, identify poorly-lit areas for potential streetlight installations, and diagnose underlying infrastructure problems rather than merely applying temporary solutions. A fundamental aspect of the YFG initiative is the promotion of participatory governance, encouraging youth to transition from passive observers to active contributors in public administration.
Additionally, the initiative emphasizes root cause analysis, urging fellows to identify structural problems—such as deteriorating water pipelines—rather than just addressing immediate symptoms. Sood advised the fellows to prioritize genuine impact over online visibility. He stated, “This is not a visibility exercise; it is about impact and resolution rates. You are here to ensure that every citizen feels that the government is listening.”
Describing the fellows as the ‘human interface’ between residents and the government, Sood underscored their role in facilitating efficient grievance redressal and fostering responsive governance. The YFG program is designed as an intensive 12-week fellowship, focusing on structured intelligence gathering, problem-solving, and effective service delivery within the Janakpuri constituency.
Officials involved in the initiative expressed optimism about its potential to serve as a scalable model for youth-driven governance, not only within Delhi but also in other regions. The YFG initiative represents a significant step towards empowering young leaders and enhancing civic engagement in local governance.
