Haryana Proposes 3,000 New Medical Posts as Bond Graduates Prepare for Service
The Health Department in Haryana has proposed the creation of 3,000 supernumerary posts as approximately 600 MBBS graduates prepare to commence their mandatory service by February 2026. This initiative is part of the government’s ongoing effort to incentivize medical professionals to serve in government hospitals, according to credible sources.
Under the framework of the ‘Policy to Incentivise Doctors to Opt for Government Service,’ introduced for the intake of government medical college students in the academic year 2020-21, these graduates are bound by a Rs 30 lakh bond. This bond is repayable by the government with interest, contingent upon their commitment to serve in public health facilities.
As the graduation date approaches, the Health Department has been tasked with identifying suitable placements for these bond doctors. This includes a variety of health facilities such as Primary Health Centres (PHCs), Community Health Centres (CHCs), and District Hospitals. In addition, the Directors of Government Medical Colleges and the Vice Chancellor of University Health Sciences in Kutail, Karnal, have been asked to determine how many students can be accommodated within their institutions during the bond period.
The Health Department is also considering whether these graduates can fill positions such as Junior Residents, Tutors, or Demonstrators within medical colleges. Furthermore, the National Health Mission (NHM) has been instructed to pinpoint exact posting locations for these graduates.
Recent directives have mandated that the directors of all government medical colleges collect preferences from students regarding their employment options. They can either choose to serve in government roles or pay the Service Incentive Bond either as a lump sum or in monthly installments.
These MBBS graduates will be designated as General Duty Medical Officers, State Service Bond Doctors, or Service-Obligated Medical Graduates. Their postings will be allocated based on a merit-cum-choice mechanism developed by the Department of Medical Education and Research.
In terms of compensation, these doctors will receive a salary equivalent to that of contractual MBBS doctors currently employed by the NHM, which stands at Rs 75,000 per month, along with a 5 percent annual increase. This structure aims to ensure that the new bond graduates are incentivized effectively while addressing the pressing need for medical professionals in public healthcare settings across Haryana.
