Haryana Power Regulator Schedules Public Hearings on Tariffs

The Haryana Electricity Regulatory Commission (HERC) will conduct public hearings on January 8, 2026, regarding proposed electricity tariffs for the financial year 2026–27. The hearings will address petitions submitted by two major power distribution companies: Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN). Consumers are invited to submit their objections, suggestions, and comments by January 4, 2026.

A spokesperson for HERC announced that UHBVN and DHBVN submitted their petitions on November 28, 2025, seeking approval for their annual revenue requirement (ARR) for the upcoming fiscal year. These petitions also include a true-up for the financial year 2024–25, indicating the completion of an audit for that period. According to the true-up, both distribution companies are requesting a total ARR of ₹48,394.77 crore for the previous year.

The requested ARR for the 2026–27 financial year is ₹51,156.71 crore for both companies. HERC has also received ARR petitions from Haryana Vidyut Prasaran Nigam (HVPN) and Haryana Power Generation Corporation Limited (HPGCL). Public hearings for these entities are scheduled for January 7, 2026, with similar requests for consumer feedback due by January 4.

All objections and suggestions from electricity consumers and utilities will be recorded during the public hearings. The decisions regarding ARR will be made under Sections 62 and 64 of the Electricity Act, 2003. As mandated by the Act, HERC must issue its order within 120 days from the date of filing the petitions.
