Maharashtra Authority Launches 150 Million Documents for Public Access

In a significant move towards enhancing transparency, the Maharashtra Housing and Area Development Authority (MHADA) has made 150 million official documents accessible to the public via its official website, https://mhada.gov.in. This initiative, announced in April 2023, aims to empower homebuyers by allowing them to access vital records without the need to file formal Right to Information (RTI) requests.
The decision, led by Sanjeev Jaiswal, the Vice-President and Chief Executive Officer of MHADA, reflects a commitment to open governance. The documents are categorized by department and include a range of materials such as circulars, tenders, office orders, internal notes, and approvals. Sensitive documents, particularly those related to housing lottery processes, have been excluded from public access to protect privacy and ensure data security.
Jaiswal emphasized the importance of maintaining transparency while safeguarding sensitive information. “The system has been designed to maintain transparency while protecting sensitive information. Confidentiality is ensured wherever applicable,” he stated.
Accessing Documents and Ensuring Security
Homebuyers can find the newly available documents in the ‘Citizen Corner’ section of the MHADA website. To access this information, users must register, providing personal details such as name, mobile number, gender, date of birth, user ID, and password. Registration also requires agreement to the terms and conditions. To verify identity, users must utilize either their Aadhaar or PAN through an OTP-based authentication system.
For added security, the platform restricts users from downloading documents or taking screenshots. Users are also required to state their reasons for wanting to view specific documents, and all access logs are maintained for administrative purposes. All documents on the platform are digitally certified, and the website features SSL encryption, having successfully passed a comprehensive cyber security audit.
Improving User Experience and Promoting Governance
MHADA’s website has undergone a redesign aimed at enhancing user experience. The authority has also digitally notified relevant services in accordance with the Right to Public Services Act. This initiative aligns with the directives of the Maharashtra Government, which aims to improve public access to institutional services and foster citizen-centric governance.
