Russia Strikes Kyiv and Kharkiv as Peace Talks Loom in UAE
Russian forces launched attacks on Ukraine’s capital, Kyiv, and its second-largest city, Kharkiv, early on Tuesday, January 30, 2024. These strikes targeted critical energy infrastructure, resulting in injuries to four individuals and causing significant fires across the affected regions. The assaults occurred just before planned peace talks in the United Arab Emirates aimed at resolving the ongoing conflict between the two nations.
Reports from Reuters indicate that as temperatures in Kyiv plummeted close to -20 degrees Celsius (-4 degrees Fahrenheit), residents experienced loud explosions after midnight. Both missiles and drones were deployed during the attacks, which inflicted damage in five districts of the capital. Among the structures hit were three apartment blocks and a kindergarten facility, according to Tymur Tkachenko, head of Kyiv’s military administration.
Impact on Energy Infrastructure
The aftermath of these strikes saw flames engulfing an upper-floor apartment in one of the targeted blocks, as documented in videos shared on social media. An air raid alert persisted for over five hours, reflecting the urgency of the situation. This recent wave of attacks is part of a broader pattern; since the beginning of January, Kyiv has experienced a series of heavy assaults that have knocked out power and heating to hundreds of residential buildings.
In Kharkiv, Mayor Ihor Terekhov reported that the latest strikes were aimed at energy infrastructure, urging for decisive measures to prevent heating systems from freezing. He highlighted the necessity to drain coolant from 820 apartment buildings supplied by a single thermal plant, warning that the goal of the attacks was to maximize destruction and deprive the city of heat during severe cold.
In addition to Kyiv and Kharkiv, the attacks impacted two towns in the Kharkiv region: Izium and Balakliia. Reports from public broadcaster Suspilne confirmed that Russian strikes had resulted in power outages in these areas, with two apartment buildings in the northern city of Sumy also being targeted.
Ceasefire and Ongoing Conflict
The timing of these strikes coincided with discussions about a moratorium on attacks against energy infrastructure, a ceasefire proposed by both Russia and Ukraine at the request of U.S. President Donald Trump. While Russia announced the end of the ceasefire on January 28, Ukraine maintained that it was to continue for a week from January 30, 2024.
On the day prior to the attacks, President Volodymyr Zelenskiy stated that, despite the tensions, there had been no missile or drone strikes targeting Ukrainian energy infrastructure in the preceding 24 hours. Nevertheless, ongoing shelling continued to strike energy facilities near the front lines, indicating that the conflict remains far from resolution.
The events of January 30 underscore the volatile nature of the situation in Ukraine, as both military actions and diplomatic efforts continue to unfold. The international community is watching closely as peace talks are set to take place in the United Arab Emirates.
