India Establishes Bureau of Port Security to Enhance Maritime Safety
The Indian government has announced the establishment of the **Bureau of Port Security** (BoPS) to enhance the security framework for ports and vessels across the country. This decision comes as part of a broader initiative to strengthen maritime safety and is aimed at ensuring timely collection and exchange of security-related information.
Union Home Minister Amit Shah convened a meeting on March 15, 2024, to discuss the formation of this dedicated body. The meeting included key officials such as Sarbananda Sonowal, Minister of Ports, Shipping and Waterways, and Ram Mohan Naidu, Minister of Civil Aviation. Officials emphasized the importance of creating a robust port security framework that addresses vulnerabilities and considers the potential trade impact of various locations.
New Body Modelled on Aviation Security
The BoPS will function as a statutory body under the upcoming **Merchant Shipping Act, 2025**. It will operate under the Ministry of Ports, Shipping and Waterways and will be led by a senior officer from the Indian Police Service (IPS) as its director general. During the initial transition period of one year, the director general of shipping will assume the role of director general of BoPS.
The new bureau is tasked with regulatory and oversight functions related to both ships and port facilities. A key focus will be on cybersecurity, with plans to create a dedicated division to protect port IT infrastructure from digital threats. The bureau will ensure timely analysis and sharing of crucial security-related information across the maritime sector.
In addition, the government has designated the **Central Industrial Security Force** as a recognized security organization responsible for conducting security assessments and developing security plans for port facilities. The **Central Armed Police Force** will also play a significant role in training and enhancing the capabilities of private security agencies operating within the port security sector.
Strengthening Private Security Agencies
To further bolster security efforts, the government plans to implement regulatory measures that will ensure only licensed private security agencies (PSAs) operate in this vital sector. These agencies will undergo a certification process to meet established standards.
The establishment of the Bureau of Port Security represents a significant step towards fortifying India’s maritime infrastructure. By implementing a structured and risk-based approach to maritime security, the government aims to safeguard both national interests and international trade routes. As global shipping continues to evolve, proactive measures such as these are essential in addressing emerging threats and vulnerabilities in maritime operations.
