Medigadda Barrage Faces Uncertain Future Amid Repair Efforts

The future of the Medigadda barrage is uncertain following significant damage to one of its blocks in 2023. The barrage was taken out of service to prevent further deterioration. The Telangana government aims to identify a solution for repair and rehabilitation within the next year, but the complexity of the situation raises several questions about the extent of the necessary repairs.

Challenges in Repairing the Barrage

Block 7 of the barrage has sustained severe damage, leading to discussions about whether it can be repaired or if it needs complete reconstruction. Officials are also considering whether such actions could be taken without affecting the integrity of the rest of the structure. There are concerns that repairs may require a comprehensive evaluation of the entire barrage’s safety, potentially rendering it unusable if only a portion is addressed.

To navigate this challenge, the government has issued an Expression of Interest (EoI) to invite national institutions and expert organizations to participate in the restoration project. Uttam Kumar Reddy, the irrigation minister, stated that the plan includes enlisting a premier institution like an Indian Institute of Technology (IIT) as the principal technical partner. This partner will collaborate closely with the irrigation department’s Central Designs Organisation (CDO).

Commitment to Safety and Transparency

Minister Reddy emphasized the government’s commitment to adhering to the recommendations of the National Dam Safety Authority (NDSA). He stated, “The safety of these barrages is a top priority. We are taking a scientific, transparent, and corrective approach with national-level institutions involved at every stage.”

The repair process will involve structural design, testing, and rehabilitation planning led by the IIT team. Pre-monsoon tests have been completed, with post-monsoon verifications scheduled to follow. The aim is to finalize the full restoration design within one year.

Regarding ongoing legal matters, Reddy noted that hearings before the Krishna Water Disputes Tribunal-II (KWDT-II) are progressing. After Andhra Pradesh submits its arguments, Telangana will have the opportunity to present its case. The minister expressed optimism, stating, “Our team has presented Telangana’s case effectively. We are monitoring every hearing and maintaining legal preparedness for the next stages. We hope that we will have a positive outcome in about six months.”

Further, investment-clearance applications for various projects, including Seethamma Sagar and Modikuntavagu, have been submitted to the central government. These projects are under appraisal within the framework of the Pradhan Mantri Krishi Sinchayee Yojana and aim to enhance irrigation across the Godavari and Krishna basins.

The situation surrounding the Medigadda barrage highlights the intricate balance between infrastructure safety and the logistical challenges of repair. As the government moves forward, the focus remains on ensuring safety while mitigating risks associated with the restoration process.
