Assam Launches 8th Pay Commission, Former Official to Lead Reform

In a significant move towards reforming public sector pay structures, Assam Governor Lakshman Prasad Acharya has established the 8th State Pay Commission. The Commission will be led by Subhash Chandra Das, the former Additional Chief Secretary of Assam. This initiative positions Assam as the first state in India to take such a step prior to the expiration of the 7th Pay Commission on January 1, 2026.

Commission’s Objectives and Structure

The newly formed Commission consists of eight members and is designed to implement a reform-oriented and holistic strategy. It aims to connect pay revisions with various factors including structural reforms, fiscal sustainability, digital transformation, manpower optimization, and outcome-based governance.

Subhash Das will be supported by a diverse group of officials, including senior members from several key departments. The Commission’s composition includes the Senior Most Secretary of the Personnel Department, the Senior Most Secretary of the ARTPPG department, and the Senior Most Secretary of the Finance Department. Additionally, the Special Director of the Finance Department or a nominee from the Senior Most Secretary of Finance will also be part of the team. Notably, Professor Ratul Mahanta from Gauhati University will serve as a Special Invitee, while the Secretary of the Finance Department has been appointed as the Member Secretary.

Operational Framework and Timeline

The Commission has the authority to establish its own procedures and may engage Advisors, Institutional Consultants, and Experts as deemed necessary. All state government departments and offices are required to provide information and assistance to facilitate the Commission’s work. The report is expected to be submitted within eighteen months from the date of its formation, unless an extension is granted by the government.

By implementing these reforms, the state aims to ensure that public sector salaries remain competitive and aligned with contemporary economic realities.
