Punjab Reports Highest Heatwave Deaths in India from 2020-2022

Punjab has been identified as the state with the highest number of heatwave-related deaths in India from 2020 to 2022, totaling 331 fatalities, according to data released by the National Crime Records Bureau. In a written response to questions in the Rajya Sabha, Kirti Vardhan Singh, the Minister of State for Environment, Forest, and Climate Change, detailed the alarming trends in heatwave casualties.
The breakdown of the fatalities shows that Punjab recorded 110 deaths in 2020, followed by 91 in 2021, and a concerning 130 in 2022, a figure matched only by Uttar Pradesh. Over the same three-year period, the total number of heatwave deaths across India reached 1,634, with national figures indicating 530 deaths in 2020, 374 in 2021, and 730 in 2022.
Government Initiatives to Combat Heatwaves
The alarming statistics were brought to light following an inquiry from Priyanka Chaturvedi, a member of the Rajya Sabha, who sought information regarding the government’s action plan, database of fatalities, and strategies to address the growing concerns related to climate change. In his response, Singh highlighted that various initiatives are underway, such as the National Action Plan on Climate Change and the corresponding State Action Plans, aimed at mitigating the impact of extreme weather events.
The National Disaster Management Authority (NDMA) has been proactive in addressing heatwaves since it developed comprehensive national guidelines for heatwave management in 2016, which were later revised in 2019. These guidelines serve as the foundation for decentralized Heat Action Plans, which are designed to enhance local responses to heatwaves and minimize fatalities.
Monitoring and Early Warning Systems
Singh further explained that the central government is committed to improving monitoring and early warning systems for extreme weather events. Scientific assessments of climate trends are regularly conducted by institutions such as the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM). These assessments are crucial for understanding the implications of climate change and adapting strategies to protect vulnerable populations.
The minister concluded that ongoing efforts to enhance these systems have significantly contributed to reducing the loss of life and property during extreme weather events, including heatwaves. As climate change continues to pose challenges, the need for effective action plans and community awareness remains critical in safeguarding human lives in affected regions.
