Election Commission Targets Irregularities in Voter Enumeration in Bengal

The Election Commission of India (ECI) has initiated a significant enforcement action against booth-level officers (BLOs) in response to alleged irregularities during the voter enumeration process in West Bengal. This crackdown follows reports of violations related to the distribution of enumeration forms as part of the Special Intensive Revision (SIR) launched on October 24, 2023.

According to sources in the Chief Electoral Officer’s (CEO) office, formal complaints have been filed against eight BLOs for reportedly interfering with the proper distribution of enumeration forms. Allegations include taking possession of the forms from BLOs and distributing them without authorization. Furthermore, the ECI issued show-cause notices to these individuals for neglecting the mandated door-to-door distribution protocol, opting instead for a shortcut method.

The commission’s actions come after these eight BLOs, located in the districts of Cooch Behar, North 24 Parganas, and South 24 Parganas, continued to employ improper practices despite receiving warnings. The ECI has emphasized the importance of adhering to established procedures to ensure the integrity of the voter registration process.

ECI Issues Warnings and Directives

In a decisive move, the ECI warned that any BLO giving enumeration forms to a third party—such as a relative or acquaintance—will face serious repercussions. This directive aims to uphold the integrity of the electoral process and to prevent any potential manipulation of voter data.

The SIR program in West Bengal has already facilitated the distribution of over four crore enumeration forms as of October 28, 2023. The CEO’s office expects this process to be completed well before the end of the month.

As of October 27, 2023, the total number of registered electors in West Bengal stands at 7,663,7529. Voters whose names or their parents’ names appeared on the electoral rolls in the last SIR, conducted in 2002, are required to fill out the enumeration forms and submit them without needing additional supporting documents. However, those not listed in 2002 must provide one of the specified documents to retain their registration.

The ECI’s proactive measures are aimed at ensuring a transparent and fair voter registration process in West Bengal. By closely monitoring the actions of BLOs and enforcing compliance with established guidelines, the commission seeks to enhance public trust in the electoral system.
