Jammu IGP Bhim Sen Tuti Reviews Emergency Response System
Inspector General of Police (IGP) Bhim Sen Tuti conducted a comprehensive review of the Emergency Response Support System (ERSS-112) on March 15, 2024, in Jammu. The focus of this assessment was the upcoming rollout of ERSS-2.0, which aims to enhance emergency response times through advanced technology, including GPS tracking and improved dispatch protocols.
Strategic Meeting on ERSS-2.0 Implementation
During a high-level meeting held at the Conference Hall of the District Police Lines (DPL) Jammu, the IGP evaluated the implementation roadmap for ERSS-2.0. This new framework is designed to optimize the existing ERSS-1.0 system, focusing on reducing emergency response times both in operational settings and through procedural efficiencies.
Senior officers presented various technological features planned for ERSS-2.0, which include GPS-based vehicle tracking, Location Based Services (LBS), and enhanced call-handling mechanisms via Dial 112. These innovations are intended to facilitate precise location identification and ensure quicker deployment of emergency responders, thereby improving overall efficiency.
The four essential components of ERSS—Emergency Caller Interface, Dispatcher, Field Responder, and Supervisor—were also scrutinized. This review emphasized the importance of seamless coordination, real-time supervision, and effective response during emergencies. Officers deliberated on ways to strengthen accountability across all levels of emergency response delivery.
Infrastructure and Readiness Assessment
Following the meeting, IGP Tuti visited the District Police Control Room (PCR) in Jammu, where ERSS-112 is set to be operationalized. His inspection focused on the existing infrastructure, technical readiness, space availability, and logistical arrangements necessary for the system’s implementation.
During this assessment, several gaps were identified, including issues related to manpower, the availability of emergency response vehicles, and technical support systems. IGP Tuti and his team discussed the resolution of these issues, including the induction of new emergency response vehicles and the procurement of necessary technical equipment. Effective system integration was deemed crucial for the timely and smooth rollout of ERSS-2.0.
Addressing the officers present, IGP Tuti underscored the importance of accuracy, speed, and accountability in emergency services. He characterized ERSS-112 as a “critical citizen-centric emergency service,” emphasizing that improvements in response processes must align with technological advancements. “Our focus is not only on rapid on-ground response but also on improving response time on paper through technology-driven processes,” he stated, adding that the new system would significantly bolster emergency response capabilities.
The meeting concluded with the attendance of key officials, including DIG JSK Range Shiv Kumar Sharma, SSP Jammu Joginder Singh, and other senior officers, who are instrumental in the successful implementation of this vital system.
