The CAG Research Foundation hosted a significant state-level debate on March 16, 2024, at Gita Govinda Sadan in Bhubaneswar, focusing on the theme “Odisha: Rich in Resources, Poor in Outcomes, Who is Responsible? What Needs to Be Done?” The event attracted a range of prominent figures, including former Union Minister Srikant Jena and OPCC president Bhakta Charan Das, along with former ministers Prafulla Ghadai and Jayadev Jena.

The debate aimed to address the paradox of Odisha’s abundant resources contrasted with its ongoing developmental challenges. Participants expressed their views on the underlying causes of inadequate progress, highlighting issues such as weak political will, ineffective policy formulation, and insufficient governance.

Engagement and Participation

The event featured an essay competition that saw participation from 160 students across 20 districts, with a notable majority of entries submitted by female students. This strong representation underscores a growing interest among young women in governance and social equity issues.

Presiding over the debate, Chidananda Jena, the secretary of the CAG Research Foundation, alongside founding member Akshay Kumar Mallick, facilitated discussions aimed at generating actionable insights. The foundation’s founder, Ravi Rajan, provided a thematic presentation that set the tone for the day’s discussions.

Throughout the gathering, speakers reached a consensus that despite Odisha’s rich natural and human resources, the state continues to experience developmental delays. They outlined a collective commitment to furthering this dialogue across various regions of Odisha to enhance public awareness and involvement in these critical issues.

Looking Ahead

The closing segment included a prize distribution ceremony for the essay competition on the topic “Is Odisha Lagging Behind in Social Justice?” This initiative not only recognized the contributions of young participants but also reinforced the foundation’s commitment to fostering discourse on social justice and governance.

The CAG Research Foundation plans to extend its outreach, aiming to engage more communities in discussions about Odisha’s development trajectory and the necessary steps to overcome its challenges. By addressing these issues, the foundation hopes to catalyze a more informed and active citizenry, ultimately leading to improved outcomes for the state.
