Connecticut Governor Pushes for Revival of Offshore Wind Project
Connecticut Governor Ned Lamont expressed optimism about reviving the stalled Revolution Wind project, an offshore wind development crucial for regional energy supply. This statement follows the U.S. Interior Department’s unexpected decision to halt construction on the project, which is currently 80% complete and had been scheduled to begin operations in 2024. Lamont indicated that “there’s a deal to be had” and that he is prepared to collaborate with the Trump administration to find a resolution.
During a news conference, Lamont stated he has been in discussions with both the Interior and Energy Departments, emphasizing the need to understand “what the ask is” to move forward. The Revolution Wind project, backed by Orsted A/S, is designed to generate power for approximately 350,000 homes in Rhode Island and Connecticut.
The project’s setback is significant, especially given its backing by the current administration. It was approved in 2023 under President Joe Biden‘s climate policies, which aim to expand renewable energy sources. The recent halt, however, reflects a shift in priorities as the Trump administration seeks to reverse some of these initiatives, impacting the future of renewable energy projects nationwide.
Political Reactions and Industry Impact
Governor Lamont noted that many stakeholders were caught off guard by the Interior Department’s announcement on August 22, 2025. The suspension of the project has led to a decline in Orsted’s share prices, highlighting the financial risks associated with renewable energy projects on federal lands. Senator Chris Murphy criticized the move as an attack on renewable energy, suggesting it favors fossil fuel interests.
His fellow Connecticut Senator, Richard Blumenthal, labeled the decision as “blatantly illegal,” asserting that legal challenges would likely favor the proponents of the project. At the news conference, Blumenthal described the halt as “nuts, crazy, insane,” citing the project’s advanced completion status.
Rhode Island Governor Dan McKee echoed these concerns, warning that cancellation of the project could lead to job losses and increased energy costs for residents. The potential for economic repercussions was underscored by his remarks during an event with labor leaders.
Future Prospects and Alternative Strategies
The Interior Department’s move is not isolated; in April 2025, Interior Secretary Doug Burgum halted the Empire Wind project off New York’s coast but reversed the decision a month later after negotiations with New York Governor Kathy Hochul. This precedent raises questions about the potential for similar negotiations to allow the Revolution Wind project to resume.
Lamont indicated that expanding power sources in Connecticut, including the potential for increased natural gas usage, has been part of discussions with the Trump administration. The estimated cost of building the Revolution Wind project stands at approximately $4 billion, with all offshore foundations installed and 45 out of 65 wind turbines already in place.
As the situation evolves, stakeholders remain hopeful for a constructive dialogue that could lead to the project’s revival. The outcome will likely have broader implications for the future of offshore wind development and renewable energy policies across the United States.
