Bihar Election Commission Reports 99.8% Elector Coverage in Revision Drive

In a significant advancement toward enhancing electoral transparency, the Bihar Election Commission has confirmed that 99.8% of the state’s electors have been included in the ongoing Special Intensive Revision (SIR) process. The announcement, made on July 25, 2025, reveals that forms from over 7.23 crore electors have been received and digitized, paving the way for their inclusion in the Draft Electoral Roll, set to be released on August 1, 2025.

The Chief Electoral Officer (CEO) of Bihar stated that the digitization of the remaining forms, including those from Booth Level Officers (BLOs), is expected to be finalized by the same deadline. This initiative marks a crucial step in ensuring that the electoral process remains both accurate and inclusive.

Electoral Integrity and Political Party Involvement

As part of its commitment to maintaining electoral integrity, the Bihar Election Commission shared a list on July 20, 2025, detailing electors who have not submitted forms, those who are deceased, and individuals who have permanently migrated. This information was provided to representatives of 12 major political parties, including the Bahujan Samaj Party, Bharatiya Janata Party, and Indian National Congress. The aim is to facilitate timely corrections ahead of finalizing the Draft Electoral Roll.

Recent findings from the BLO/BLAs indicate that 22 lakh electors have been reported as deceased. Additionally, seven lakh electors were found to be registered in multiple locations, while 35 lakh have either permanently migrated or could not be located. Furthermore, approximately 1.2 lakh enumeration forms have yet to be submitted.

Collaboration and Future Steps

The successful implementation of the first phase of the SIR drive has been attributed to the collaborative efforts of the CEO of Bihar, along with 38 District Election Officers (DEOs), 243 Electoral Registration Officers (EROs), and 2,976 Assistant EROs (AEROs). Additionally, support from Booth Level Officers across 77,895 polling booths, along with 1.60 lakh Booth Level Agents (BLAs) from various political parties, has been instrumental in the progress made thus far.

According to the SIR order, from August 1 to September 1, any elector or political party may submit prescribed forms to the ERO for any eligible elector who has been left out or file objections regarding the removal of any ineligible elector. This provision aims to ensure that the electoral roll remains accurate and reflective of the current electorate.

The ongoing revision process highlights the Bihar Election Commission’s dedication to fostering a fair electoral environment, as well as its commitment to engaging political parties and the public in maintaining the integrity of the electoral system.
