Himachal Pradesh Achieves High Human Development Index, Reports CM Sukhu
Himachal Pradesh has achieved a remarkable milestone, with its Human Development Index (HDI) now at 0.78, surpassing the national average of 0.63. This announcement was made by Chief Minister Sukhvinder Singh Sukhu during the release of the Himachal Pradesh Human Development Report-2025. The report highlights the state’s resilience and the aspirations of its residents, showcasing significant development despite challenging geographical conditions.
During the event, Chief Minister Sukhu emphasized that the report is a testament to the hard work and dedication of the people of Himachal Pradesh. He noted, “It is a matter of pride that according to the Human Development Report-2025, the average HDI of Himachal Pradesh is 0.78, which is higher than the national average of 0.63.”
The Chief Minister also announced that the state has achieved a 99.30 percent literacy rate, making it fully literate. This achievement marks a significant improvement, as Himachal Pradesh ranked just 21st in the country for reading and writing competencies in 2021, but has since climbed to 5th place in a recent national survey. Additionally, the state has successfully reduced its infant mortality rate to 21 per 1,000 live births, reflecting the effectiveness of its healthcare system.
Investment in Development and Sustainability
Sukhu detailed the government’s multifaceted approach to development, which includes substantial investments in infrastructure, education, health, women empowerment, and rural development. He stated that the life expectancy in Himachal Pradesh has increased to 72 years, symbolizing the success of ongoing health initiatives. The poverty rate has also seen a significant decline, now falling below 7 percent.
Addressing the pressing issue of climate change, Sukhu expressed concern about its global impact. He pointed out that immediate and sustainable solutions are vital to protect future generations from its consequences. Himachal Pradesh has proactively adopted a sustainable development framework, advocating for environmentally friendly practices.
To combat the effects of global warming, the state government has initiated the Rajiv Gandhi Self-Employment Start-up Scheme, with an investment of Rs. 680 crore. The scheme provides a 50 percent subsidy for the purchase of e-taxis in its first phase. Furthermore, the Rajiv Gandhi Self-Employment Solar Energy Scheme offers an interest subsidy of five percent in tribal areas and four percent in non-tribal areas for establishing ground-mounted solar energy projects ranging from 100 kW to 2 MW.
Sukhu also highlighted that Himachal Pradesh has become the first hill state in India to adopt a comprehensive electric vehicle policy, aiming to electrify public transport by 2030 to meet green targets.
Global Recognition and Support
At the event, UNDP Senior Economist Amy Mishra provided a detailed presentation on the report, while UNDP representative Dr. Angela Lusigi commended the Chief Minister for his efforts in implementing green budgeting, climate-sensitive programmes, and initiatives aimed at sustainable development. Dr. Lusigi emphasized the importance of decentralized and participatory governance in building resilience against climate change.
The release of the Himachal Pradesh Human Development Report-2025 showcases not only the achievements of the state but also sets a benchmark for others in addressing developmental and environmental challenges. As the state moves forward, it aims to continue its trajectory of growth, ensuring a better quality of life for its citizens while prioritizing sustainability for future generations.
