Valiyathura Sea Bridge Redevelopment Faces New Challenges

The redevelopment of the Valiyathura Sea Bridge in Thiruvananthapuram has encountered a significant setback, as the Kerala Maritime Board (KMB) received only a single proposal in its recent expression of interest (EOI). Due to procurement regulations, KMB cannot move forward with just one bidder and is now planning to issue a new EOI. Officials stated that they will prepare a detailed request for proposal (RFP) based on the sole submission, but this will occur only after the model code of conduct for local body elections is lifted.

The redevelopment project focuses on a 4.5-acre area surrounding the iconic bridge, which is currently in a state of disrepair, featuring dilapidated godowns, abandoned staff quarters, and damaged structures. The initiative aims to create a maritime heritage precinct that integrates restoration efforts with tourism and commercial activities.

Future Steps for Redevelopment

KMB Chairman N S Pillai expressed optimism regarding the lone bid, suggesting that it may include a variety of proposals and facilities. He indicated that if the RFP again results in a single bid, the board would have to initiate a re-tender process. “These proceedings will take some time. However, we are committed to implementing the project,” Pillai stated.

Originally constructed in 1956, the Valiyathura Sea Bridge stretches 214 metres and has suffered extensive structural deterioration due to erosion and cyclones. Cracks and sinkage in multiple columns led to the bridge’s closure to the public. An IIT Madras study commissioned by KMB recommended reconstructing a sunken 50-metre section on the landward side, employing modern engineering techniques while preserving the bridge’s heritage character. The estimated cost for this restoration is approximately ₹20 crore, although the state budget has allocated only ₹10 crore, raising concerns about funding adequacy.

Funding and Political Hurdles

Financial and administrative challenges have historically hindered progress on this project. Initial efforts to obtain administrative approval were stalled, and a request for inclusion under the Union government’s Sagarmala scheme was rejected despite lobbying from former ports minister Ahmed Devarkovil and local MLA Antony Raju. Raju highlighted that the Centre had initially promised support but later failed to act, leaving the state to bear the financial burden alone. “For the past year, there has been no response from the Centre,” he remarked.

Despite these ongoing challenges, KMB remains focused on revitalising the area as a centre for maritime heritage and tourism. The project’s outline emphasizes the importance of retaining the historic character of the pier while introducing public amenities, such as a viewing deck and fishing platforms.

Moreover, KMB has requested the state government to convene a stakeholder meeting involving fisherfolk, church authorities, and local residents. This meeting aims to ensure that the redevelopment does not disrupt the livelihoods of those who rely on the pier for launching catamarans.

The future of the Valiyathura Sea Bridge redevelopment remains uncertain, but KMB’s commitment to overcoming obstacles reflects a determination to restore this vital piece of maritime heritage.
