Dappal Health Centre Faces Staffing Crisis, Residents Demand Action

Residents of Dappal village in the Machil sector of north Kashmir’s Kupwara district are experiencing significant challenges in accessing basic healthcare due to chronic understaffing and inadequate diagnostic facilities at the local health centre. As a result, more than 3,000 residents are left without timely medical care, leading to severe hardships.
Locals expressed their frustrations to the media, highlighting that although the health centre has been established for years, it has never been adequately staffed. One resident stated, “After repeated pleas to successive administrations, a health centre was sanctioned here, but it has always remained understaffed.” This shortage of personnel has dire consequences, particularly during the winter months when heavy snowfall makes travel to the nearest Primary Health Centre (PHC) Duddi nearly impossible.
Urgent Need for Medical Infrastructure and Personnel
During winter, snowfall in the Machil area can reach up to five to six feet, effectively isolating the village. Residents have reported that several patients have died in the past because they could not reach PHC Duddi during these harsh conditions. “We urgently need infrastructure improvements and a gynaecologist at Dappal so that women in the area do not face further hardships,” another local added, emphasizing the urgent need for specialized medical care.
Despite numerous complaints directed at relevant authorities, residents assert that little progress has been made in addressing their concerns. They have formally appealed to Lieutenant Governor Manoj Sinha for immediate intervention to improve the situation and alleviate the suffering of the community.
Official Response and Future Actions
Dr Hafeez Ahmad Khan, the Block Medical Officer (BMO) for Kalaroose, addressed the situation, stating that the health centre is functioning smoothly. He acknowledged the complaints raised by residents and assured that he would take their concerns into consideration. “I will look into the issues raised and see how we can assist the community better,” he noted.
The persistent staffing shortages and lack of critical medical services in Dappal illustrate a broader issue affecting healthcare access in rural areas of Kashmir. With ongoing appeals for assistance, the local population remains hopeful for a timely resolution that will enhance their access to essential healthcare services.
