India Advocates Rules-Based Indo-Pacific at ASEAN Meeting
India’s Defence Minister, Rajnath Singh, emphasized the importance of a rules-based Indo-Pacific during his address at the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus) in Kuala Lumpur on December 2, 2023. Singh clarified that India’s focus on the rule of law, specifically through the United Nations Convention on the Law of the Sea (UNCLOS), is not aimed at any particular nation but is designed to protect the collective interests of all countries in the region.
In his speech, Singh described India’s vision for the Indo-Pacific as one that promotes openness and inclusivity, free from coercion or dominance by any single power. He stated, “India’s engagement with ASEAN is not merely transactional; it is driven by long-term principles.” Singh highlighted the interconnectedness of security, economic growth, and sustainability as central to India’s approach to regional partnerships.
Inclusivity in Regional Security
Singh’s address focused on the theme of inclusivity in security, asserting that every nation, regardless of size or capability, should have a fair opportunity to influence the regional order and reap its benefits. He remarked that inclusivity is essential for fostering a stable and prosperous environment in the Indo-Pacific, where all nations can coexist peacefully.
The Defence Minister’s comments reflect India’s commitment to strengthening ties with ASEAN and other regional stakeholders. He underscored that a collaborative approach is vital for addressing shared challenges, including maritime security, counter-terrorism, and disaster relief. Singh reiterated that India’s strategic engagement with ASEAN is rooted in mutual respect and a shared vision for the future.
As the Indo-Pacific region faces evolving security dynamics, Singh’s statements serve to reaffirm India’s role as a responsible and constructive player. By advocating for a rules-based order, India aims to foster cooperation and promote stability among nations in the region.
The discussions at the ADMM-Plus are seen as crucial in shaping future defence and security cooperation in the Indo-Pacific. Singh’s remarks reinforce the notion that regional stability is best achieved through collective efforts, rather than unilateral actions that could lead to tensions.
India’s commitment to maintaining a free and open Indo-Pacific underscores its broader strategic objectives in the region. As it engages with ASEAN and other partners, India seeks to contribute positively to regional security and prosperity while upholding the principles of international law.
